Graduated from UCEM with recognition as the best GPA of his class, and national recognition as “The Best Students in Mexico” by Diario de México. He studied the Specialty in Private Law and Diplomas in Corporate Law and Financial Law, at the Faculty of Law of the UASLP; Diploma in Contributions, at the Center for Business Studies, A.C., of the Faculty of Accounting and Administration of UASLP; Diploma in Amparo from the School of Postgraduate Studies in Law, A.C.; Master's Degree in Corporate Law at the Anáhuac University, and Seminar in North American Law, at the New York County Bar Association. In his professional development in the private sector, he was a lawyer at the firm Barrera y Ordoñez, S.C. , founder of the Burr, Espinosa, Torres y Blásquez, S.C., founder of the Burr, Montaño y López Montante, and since 2015 he became parter at Pelaez Barrera & Associates. In the public sector, he began in 1991 as Legal Advisor to the San Luis Potosí Delegation of the former Secretariat of Programming and Budget. He has been a legislative advisor and Technical Secretary of the State Congress of San Luis Potosí; and in 2010-11, he served as General Director of Legal Affairs of the State Government. Since August 2024 he started his practice in Puerto Vallarta, Jalisco.

Financiero, en la Facultad de Derecho de la UASLP; Diplomado en Contribuciones, en el Centro de Estudios Empresariales, A.C., de la Facultad de Contaduría y Administración de la UASLP; Diplomado en Amparo por la Escuela de Estudios de Postgrado en Derecho, A.C.; Maestría en Derecho Corporativo en la Universidad Anáhuac, y Seminario en Derecho Norteamericano, en la Asociación de Abogados del Condado de Nueva York. En su desarrollo profesional en el sector privado, abogado del despacho Barrera y Ordoñez, S.C., fundador de Burr, Espinosa, Torres y Blásquez, S.C., fundador de Burr, Montaño y López Montante, y a partir del año 2015 es socio de Pelaez Barrera y Asociados. En el sector público, inició en 1991 como Asesor Jurídico de la Delegación de la otrora Secretaría de Programación y Presupuesto. Asesor legislativo y Secretario Técnico, en el Congreso del Estado de SLP; y en 2010-11 fungió como Director General de Asuntos Juridicos del Gobierno del Estado. Desde agosto de 2024 inició su ejercicio en Puerto Vallarta, Jalisco.
